







Obituary of Charline Phillips
Charline was born on September 1, 1941, in Longview, Texas, to Mattie Mae Bradley and L.C. Washington.
She grew up in Richmond, California, where she was known for her lively spirit and popularity. She graduated from Richmond High School and went on to dedicate over 20 years of service to Contra Costa County Mental Health, working as a mental health worker until her retirement.
In December of 1989, Charline married Harold Phillips—affectionately known as Phil.
She relocated to Sacramento, California, where, at that time, she also worked at John Reith Elementary School as a Yard Duty Attendant from 1988 to 1991. The children lovingly called her “Mrs. Leslie.” She adored working with kids and was a familiar face both on campus and throughout the community, since she lived just down the street.
Charline had a deep love for music—all genres. She enjoyed dancing and hosting gatherings with friends and family. And her cooking? Absolutely off the charts. She was truly an excellent cook.
Charline leaves behind her loyal husband, Harold Phillips; her son, Bradley A. Williams , a proud Gulf War Army veteran and Bronze Star recipient;
seven loving grandchildren; Natashia Williams, Antione Williams, Justin Williams , Naomi Williams , Breanna Williams, Brooke Williams ,and Sapphire Willams four great-grandchildren; Bella Williams , Elli Doolin-Williams ,Cassius Doolin-Williams and Bronzell Hayes ,a host of relatives and friends.
She touched so many hearts with her love, honesty, and empathy. If she could lend a helping hand, she didn’t hesitate—she was always there.
Today, we celebrate her life and hold tightly to the memories she gave us.
Charline will be forever in our hearts.
